Tedarik\u00e7iler Avrupa kapsam\u0131n\u0131n d\u0131\u015f\u0131nda kal\u0131rsa, orta ve uzun vadede <b>T\u00fcrkiye\u2019de ara\u00e7 \u00fcretmenin cazibesi de azalabilir<\/b><\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">2. ACEA\u2019n\u0131n T\u00fcrkiye i\u00e7in istedi\u011fi istisna da OSD\u2019ye g\u00f6re yeterli de\u011fil!..<\/span><\/b><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Bu da \u00f6nemli bir ayr\u0131nt\u0131. Avrupa otomotiv \u00fcreticilerini temsil eden ACEA, T\u00fcrkiye, Birle\u015fik Krall\u0131k ve Fas\u2019taki mevcut yat\u0131r\u0131mlar\u0131n korunmas\u0131n\u0131 istiyor. G\u00fcncel tart\u0131\u015fmalarda da bu \u00fclkelerdeki mevcut tesislerin ve entegre tedarik zincirlerinin korunmas\u0131 g\u00fcndemde. Ancak Eroldu ilk kez meseleyi \u00e7ok net bir \u00f6rnekle anlat\u0131yor:<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">\u201cBug\u00fcn 300 bin kapasiteniz varsa sadece mevcut 300 bini korumak yetmez. O zaman kimse bunu 500 bine \u00e7\u0131karmaz.\u201d<\/span><\/b><span style=\"font-family:&quot;Times New Roman&quot;, serif\"> Yani <b>mevcut yat\u0131r\u0131m\u0131 koruyan ama yeni kapasite art\u0131\u015f\u0131n\u0131 kapsam d\u0131\u015f\u0131 b\u0131rakan bir istisna T\u00fcrkiye i\u00e7in yeterli de\u011fil<\/b>. Bunun T\u00fcrkiye a\u00e7\u0131s\u0131ndan anlam\u0131 \u00e7ok b\u00fcy\u00fck: <b>Made in EU d\u00fczenlemesi yanl\u0131\u015f kurulursa mevcut fabrikalar kapanmasa bile T\u00fcrkiye\u2019ye yeni model, yeni kapasite ve yeni yat\u0131r\u0131m gelmesini engelleyebilir.<\/b><\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">3. Made in EU, T\u00fcrkiye\u2019ye gelecek yeni yat\u0131r\u0131mlar\u0131 do\u011frudan kesebilir<\/span><\/b><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Cengiz Eroldu\u2019nun en g\u00fc\u00e7l\u00fc uyar\u0131lar\u0131ndan biri de bu: <b>T\u00fcrkiye\u2019nin yaln\u0131z mevcut \u00fcretiminin de\u011fil, gelecekteki yat\u0131r\u0131mlar\u0131n\u0131n da g\u00fcvence alt\u0131na al\u0131nmas\u0131 gerekiyor.<\/b> Yani mesele sadece bug\u00fcn T\u00fcrkiye\u2019de \u00fcretilen ara\u00e7lar\u0131n Avrupa\u2019ya sat\u0131lmas\u0131 de\u011fil. Bir otomotiv grubu bundan sonra yeni model yat\u0131r\u0131m\u0131 yaparken \u015funu soracak: <b>\u201cT\u00fcrkiye\u2019de \u00fcretirsem bu ara\u00e7 Made in EU avantajlar\u0131ndan yararlanabilecek mi?\u201d<\/b> Cevap \u201chay\u0131r\u201d olursa yat\u0131r\u0131m\u0131n T\u00fcrkiye yerine bir AB \u00fclkesine gitme riski do\u011facak. Bu nedenle d\u00fczenleme, Eroldu\u2019ya g\u00f6re <b>T\u00fcrkiye\u2019nin \u00f6n\u00fcm\u00fczdeki 10 y\u0131ll\u0131k otomotiv yat\u0131r\u0131m potansiyelini etkileyebilecek stratejik bir konu<\/b>.<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">4. AB tasla\u011f\u0131nda T\u00fcrkiye a\u00e7\u0131s\u0131ndan kritik bir \u201ci\u00e7 \u00e7eli\u015fki\u201d var!..<\/span><\/b><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Eroldu\u2019nun dikkat \u00e7ekti\u011fi teknik ama \u00e7ok \u00f6nemli konu \u015fu: Tasla\u011f\u0131n baz\u0131 b\u00f6l\u00fcmlerinde <b>G\u00fcmr\u00fck Birli\u011fi \u00fclkeleri kapsam i\u00e7inde<\/b> g\u00f6r\u00fcn\u00fcrken, ba\u015fka b\u00f6l\u00fcmlerde ara\u00e7lar\u0131n <b>AB i\u00e7inde \u00fcretilmesi \u015fart\u0131<\/b> aran\u0131yor. Dolay\u0131s\u0131yla: <b>G\u00fcmr\u00fck Birli\u011fi i\u00e7indesin \u2192 ama AB \u00fcyesi olmad\u0131\u011f\u0131n i\u00e7in \u00fcretimin kapsam d\u0131\u015f\u0131nda kalabilir.<\/b> Eroldu bunu tasla\u011f\u0131n kendi i\u00e7indeki bir <b>uyumsuzluk<\/b> olarak g\u00f6r\u00fcyor. T\u00fcrkiye\u2019nin m\u00fczakerelerde kullanabilece\u011fi en g\u00fc\u00e7l\u00fc hukuki ve ekonomik arg\u00fcmanlardan biri de bu olabilir.<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">5. Made in EU asl\u0131nda T\u00fcrkiye\u2019ye kar\u015f\u0131 de\u011fil, \u00c7in\u2019e kar\u015f\u0131 haz\u0131rlan\u0131yor; ama T\u00fcrkiye \u201cyan hasar\u201d g\u00f6rebilir<\/span><\/b><span style=\"font-family:&quot;Times New Roman&quot;, serif\"> !..<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Eroldu\u2019nun \u00f6nemli tespiti \u015fu: <b>\u201cBurada korunmak istedikleri T\u00fcrkiye de\u011fil. Ana konu \u00c7in\u2019le rekabet.\u201d<\/b> AB, ucuz \u00c7inli elektrikli ara\u00e7lar ve \u00c7in a\u011f\u0131rl\u0131kl\u0131 tedarik zincirine kar\u015f\u0131 kendi sanayisini korumaya \u00e7al\u0131\u015f\u0131yor. Nitekim g\u00fcncel Avrupa tart\u0131\u015fmas\u0131n\u0131n merkezinde de \u00c7in rekabeti ve \u00fcretimin Avrupa\u2019da yerelle\u015ftirilmesi bulunuyor. Ancak kurallar yaln\u0131zca \u00c7in\u2019i de\u011fil b\u00fct\u00fcn AB d\u0131\u015f\u0131 \u00fclkeleri ayn\u0131 kategoriye koyarsa <b>T\u00fcrkiye istemeden \u00c7in ile ayn\u0131 stat\u00fcye d\u00fc\u015febilir<\/b>. Cengiz Eroldu\u2019nun temel arg\u00fcman\u0131: <b>T\u00fcrkiye, \u00c7in gibi Avrupa\u2019ya d\u0131\u015far\u0131dan mal satan bir \u00fclke de\u011fil; Avrupa otomotiv sanayisinin 30-40 y\u0131ld\u0131r entegre bir \u00fcretim merkezi.<\/b> Bu nedenle T\u00fcrkiye\u2019nin \u00c7in\u2019le ayn\u0131 \u201c\u00fc\u00e7\u00fcnc\u00fc \u00fclke\u201d kategorisinde de\u011ferlendirilmemesi gerekiyor<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">6. T\u00fcrkiye\u2019de h\u00e2l\u00e2 \u00c7inli otomotiv yat\u0131r\u0131m\u0131 yok mesaj\u0131!..<\/span><\/b><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Cengiz Eroldu\u2019nun \u00c7in konusunda dikkat \u00e7ekici ve do\u011frudan s\u00f6yledi\u011fi c\u00fcmlelerden biri: <b>\u201cBug\u00fcn T\u00fcrkiye\u2019de otomotivde bir \u00c7in yat\u0131r\u0131m\u0131 h\u00e2l\u00e2 yok.\u201d<\/b> Bunun devam\u0131ndaki mesaj daha da \u00f6nemli: <b>\u201cT\u00fcrkiye \u00c7in\u2019in arka bah\u00e7esi de\u011fil.\u201d<\/b> Bu, \u00f6zellikle BYD ve di\u011fer \u00c7inli markalar\u0131n T\u00fcrkiye yat\u0131r\u0131m tart\u0131\u015fmalar\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli bir siyasi-ekonomik mesaj. Eroldu, T\u00fcrkiye\u2019nin AB\u2019ye \u015fu arg\u00fcman\u0131 sundu\u011funu s\u00f6yl\u00fcyor: <b>T\u00fcrkiye \u00fczerinden \u00c7in mallar\u0131n\u0131n Avrupa\u2019ya arka kap\u0131dan girdi\u011fi bir yap\u0131 yok. T\u00fcrkiye de \u00c7in\u2019e kar\u015f\u0131 \u00e7e\u015fitli ticaret tedbirleri uyguluyor. Dolay\u0131s\u0131yla T\u00fcrkiye\u2019nin \u00c7in ile ayn\u0131 kategoride de\u011ferlendirilmesi yanl\u0131\u015f.<\/b><\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">7. AB, \u00c7inli \u015firketlerin Avrupa\u2019daki yat\u0131r\u0131mlar\u0131n\u0131 da kontrol etmek istiyor!.. <\/span><\/b><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><span style=\"font-family:&quot;Times New Roman&quot;, serif\">Eroldu\u2019nun \u00c7in konusunda verdi\u011fi \u00f6nemli yeni mesajlardan biri de bu. AB yaln\u0131z \u00c7in\u2019den ithal edilen ara\u00e7lar\u0131 s\u0131n\u0131rlamak istemiyor; <b>\u00c7inli \u015firketlerin Avrupa\u2019ya yapaca\u011f\u0131 yat\u0131r\u0131mlar\u0131 da daha s\u0131k\u0131 denetlemek istiyor<\/b>. Bu durumda \u00f6nemli bir soru ortaya \u00e7\u0131k\u0131yor:<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">BYD gibi Avrupa\u2019da yat\u0131r\u0131ma ba\u015flam\u0131\u015f \u015firketler ne olacak? Yeni gelecek \u00c7inli yat\u0131r\u0131mlar hangi \u015fartlara tabi olacak?<\/span><\/b><span style=\"font-family:&quot;Times New Roman&quot;, serif\"> Eroldu\u2019ya g\u00f6re AB bundan sonra: <b>\u201cHer \u00c7inli yat\u0131r\u0131m gelsin, Avrupa\u2019da fabrika kursun ve otomatik olarak Avrupal\u0131 say\u0131ls\u0131n\u201d<\/b> yakla\u015f\u0131m\u0131n\u0131 benimsemeyecek. Bu geli\u015fme dolayl\u0131 olarak T\u00fcrkiye i\u00e7in hem <b>f\u0131rsat hem risk<\/b> yaratabilir. Ancak T\u00fcrkiye Made in EU sisteminin d\u0131\u015f\u0131nda kal\u0131rsa, \u00c7inli yat\u0131r\u0131mc\u0131 a\u00e7\u0131s\u0131ndan <b>AB i\u00e7inde yat\u0131r\u0131m yapmak T\u00fcrkiye\u2019de yat\u0131r\u0131m yapmaktan daha avantajl\u0131 hale gelebilir<\/b>.<\/span><\/span><\/p>\n<p style=\"margin:0cm\"><span style=\"font-family:Aptos, sans-serif\"><b><span style=\"font-family:&quot;Times New Roman&quot;, serif\">8.
